18 U.S.C. §§ 2257/2257A Notice
This notice concerns the recordkeeping and labeling provisions of 18 U.S.C. §§ 2257 and 2257A and 28 CFR Part 75. It is limited to those provisions and does not make a legal determination about any content under any other law.
FULLY SYNTHETIC CONTENT. Content classified by VELORA as fully synthetic is created entirely through artificial-intelligence generation, 3D rendering, animation, or anime-style production. In that classified content, no actual human being is filmed, photographed, digitized, used as a visual source performer, or depicted as a performer, and no actual human performer participates or appears.
The recordkeeping provisions cited above address covered visual depictions of actual human beings and performers. Accordingly, VELORA’s position is that material that is genuinely fully synthetic and contains no depiction of, or visual source derived from, an actual human being is outside those performer-record provisions. This is a scope statement for qualifying wholly synthetic material; it is not a blanket exemption claim for every item on the website.
ACTUAL-HUMAN OR ACTUAL-HUMAN-DERIVED CONTENT. Any material that depicts an actual human performer, uses an actual human being as the source of a digitally or computer-manipulated depiction, or otherwise includes an actual human being is not classified as fully synthetic merely because AI, CGI, animation, compositing, filters, face replacement, or other digital editing was used. VELORA does not claim that such material is automatically exempt from 18 U.S.C. §§ 2257/2257A or 28 CFR Part 75.
Embedded, linked, imported, licensed, or third-party material is not treated as fully synthetic without verified production information. If any covered actual-human content is made available, the applicable producer and records obligations must be determined and satisfied, and any required records-location statement must identify only the verified custodian and actual street address at which the records are maintained.
NO FABRICATED RECORDS. VELORA will not publish invented performer names, identity documents, dates of birth, ages, custodian names or titles, business addresses, record locations, inspection hours, or exemption claims. No such information should be inferred from this notice.
REPORTING. If you believe a specific item depicts or is derived from an actual human being, has been incorrectly classified as synthetic, or requires a different records statement, submit the exact VELORA URL through the Contact Us or Content Removal / Report Content page for review.
This notice may be updated if the content mix, production process, or applicable legal requirements change.
